Who We Are In 1984 a group of community leaders outraged and concerned about the level of violence that victimized our young people, and not dissimilar to the epidemic that exist today, met and committed to forge a plan to address the issue. Out of this commitment was born the concept of an agency that would address the systemic issues based on a collaborative community approach. The West Contra Costa Youth Service Bureau is a comprehensive,  service delivery system designed to improve the coordination of service to children, youth and families in Contra Costa County. The Bureau's mission and operational philosophy is directed toward the achievement of four basic goals: Coordination of a community/justice support system; Implementation of a delinquency prevention/restorative justice continuum of care; Promote academic/educational achievement and success; and Provide family enhancement supportive services.
