Melinda De Leon

Administrative Coordinator

With over a decade of experience in data management, logistics, and administrative support, Melinda brings a strong background in operations, reporting, and systems coordination to the Contra Costa Youth Service Bureau. Since joining CCYSB in early 2024, she has played a key role in data compilation, database transitions, HR-related support, and overall office coordination.

Her previous roles include leadership positions in logistics and data analysis at companies such as Facebook, XPO Logistics, and GSC Logistics. Melinda holds a certification as a Medical Administrative Assistant and is committed to organizational efficiency, data integrity, and supporting youth services through reliable administrative practices.

Taliah Proctor

Medi-Cal Technician

Born and raised in Richmond, California, Taliah Proctor is a proud member of the very community served by the Contra Costa Youth Service Bureau. Deeply connected to the people and neighborhoods of West Contra Costa County, she brings both passion and firsthand understanding to her work.

A graduate of Kennedy High School (Class of 2007), she joined YSB in 2008 at just 19 years old, beginning her journey as a file clerk. Over the years, she has grown within the organization, eventually stepping into her current role as Medi-Cal Technician. Her longstanding commitment and institutional knowledge make her a valued member of the team.

Before joining YSB, her early work experience included childcare and retail during high school, followed by clerical positions after graduation. In addition to her work at YSB, she pursued her passion for beauty and wellness by enrolling in the Laney College Cosmetology Night Program in 2022. She completed the program and is currently preparing for the California State Board licensing exam.

With deep community roots, years of experience, and a continued drive for growth, Taliah exemplifies the spirit and dedication of the Youth Service Bureau team.

M. Naima Walls-Johnson, LMFT

Clinical Manager of Operations

M. Naima Walls-Johnson is a licensed Marriage and Family Therapist with nearly two decades of experience supporting at-risk youth, families, and communities through clinical care, program leadership, and advocacy.

As Clinical Operations Manager at the Contra Costa Youth Service Bureau, she oversees the EPSDT Wraparound and Differential Response Path II programs, providing strategic direction, clinical supervision, and operational oversight to ensure high-quality, trauma-informed services.

Born and raised in both Oakland and San Francisco, Naima has always been driven by a deep desire to serve communities that reflect her own lived experiences. She understands the challenges that come with growing up in rapidly changing environments and is committed to promoting mental health as a vital part of community well-being. Her work is grounded in the belief that staying mentally healthy is essential—not only for youth but for individuals and families navigating the pressures of today’s world.

Naima’s history with CCYSB spans many years, including previous roles as West County Clinical Director and family facilitator. Throughout her career, she has collaborated closely with schools, county agencies, and juvenile justice partners to support vulnerable youth and improve access to comprehensive mental health care.

She holds a Master’s degree in Professional Counseling from Georgia State University and a B.A. in Psychology from Spelman College. Her approach to leadership and therapy is marked by empathy, integrity, and a lifelong commitment to uplifting and empowering the communities she calls home.

The focus of my work consist of working with Children and Family Services through a gentle and soft approach to keep family's together and out the foster care system. Joanus Youngblood

Case Manager

My name is Joanus Youngblood,  I have been a Differential Response Path 2 Case Manager since 2015. I started working for YSB in 2010, assisting teens in the juvenile justice system, transition back into the community. During this time I was able to make several connections with our community partners,  and become more familiar with the resources available to our consumers.

I was born and raised in the community, so I am relatable and I can identify with our families. The skills, connection, and experience I have gain in my personal life growing up in Contra Costa County, and years working with YSB has equipped me with the knowledge to successfully support our consumers navigate through the system and community to gain the services needed to succeed.

Marena Brown currently serves as the Executive Director of the Contra Costa Youth Service Bureau (CCYSB), bringing over two decades of dedicated service to the youth and families of Contra Costa County. A Richmond resident, Marena has been with CCYSB for 26 years, serving in various roles, including interim executive director and development officer, before officially stepping into her current leadership position. She is deeply committed to ensuring that CCYSB continues to provide essential services that address the needs of youth and families while fostering strong community partnerships.

Marena proudly refers to herself as an individual with “Hattitude”, a testament to the many hats she wears—both literally and figuratively. Her tireless dedication extends beyond CCYSB, benefiting numerous organizations, individuals, and the broader Richmond community. She is known for her strong work ethic, adaptability, and ability to build lasting relationships with stakeholders, elected officials, and community partners. She also enjoys bringing warmth and joy to her workplace, frequently decorating the office with seasonal themes that generate smiles and appreciation.

Kinship Mentor, Family Partner, loving mother of a beautiful child and a passionate educator. Former Early childhood teacher, mentor, and Montessori School Director. She brings great passion in advocating for families in the community to get the resources and services they need.

Janet Cooks

Case Manager

Before coming to the Youth Services Bureau, Janet worked at the University of California at Berkeley. After 31 years of service, she retired to care for her mother and aunt. At UCB she honed her skills as a Research Administrator later becoming Supervisor of a team of eight that included pre and post award administration of multi-million-dollar federal grants and contracts that spanned 1 – 10 years.

During her career she worked with federal agencies and the university to streamline processes making proposal submission smoother and less stressful for everyone involved. When not wrangling deadlines and forms you could find Janet transporting her son Charles to his many activities including football and karate. Now she is a Grandmother to Langston. Her grandson brings her immense joy. Janet enjoys reading, crocheting, music and exploring the Bay Area.

Glenda Roberts

Program Manager

Glenda Roberts currently serves as the Kinship Program Manager along with 3 team members. I have been employed by the CCYSB for 15 years, starting out as a family partner, promoted to a facilitator and for the past 12 years managed the Kinship Program.

Prior to working at CCCYSB: worked for the Contra Costa Child Care Council; Preschool teacher and director; retired from Pacific Bell, manager, 30 years of service. I am a lifelong resident of the city of Richmond. My commitment is to my family, community, church and this agency. I live, work, worship and socialize right here in Richmond. Education – I attended school through the Richmond Unified School District, graduated from Harry Ells High, received my AS in Early Childhood Development from Contra Costa College. An active member of various boards – Today’s Youth Matters, Foster Family Network, Contra Costa College Early Childhood Education Department.

Glenda is a team player, dependable, sense of humor, great organizational skills, communicate effectively and a great resource. Glenda loves to have a good time and enjoys meeting people. Glenda has two adult children, two grandchildren and just recently became a great grandmother.

Stacie Plummer

Finance & HR Administrator

Stacie Plummer brings over 25 years of experience in nonprofit accounting, financial management, and grants administration to her role with Contra Costa Youth Service Bureau. As an Advanced Certified Nonprofit Accounting Professional (CNAP) and member of both the AICPA & CIMA Nonprofit Section and the National Grant Management Association, Stacie is deeply committed to best practices in nonprofit finance and compliance.

Her extensive background includes managing multi-million-dollar grant portfolios, leading financial system overhauls, and developing robust internal controls and reporting tools. Prior to joining CCYSB, Stacie held leadership roles with the City of Richmond and worked as a fiscal consultant through her firm, Book Solid Solutions LLC, supporting mission-driven organizations in achieving financial transparency and operational efficiency.

Stacie holds a Master of Business Administration in Accounting from John F. Kennedy University, a Master of Library & Information Science in Data Analytics from San Jose State University, and a Bachelor of Science in Chemistry and Mathematics from Howard University.

Ebony Blake

Care Coordinator

Ebony Blake is a Wraparound Facilitator with Contra Costa Youth Service Bureau (CCYSB). During her tenure with CCYSB, Ebony has been changing the lives of youth and families for 12 years. Ebony has been responsible for coordinating effective plans, launching summer youth programs,  collaborating with community leaders, and serving on the Steering Committee (Board of Directors) for Building Blocks for Kids from 2012-2015.

When Ebony is not at work for CCYSB she volunteering her time as a Parent Liaison for West Contra Costa Unified School District’s African American Student Achievement Team (AASAT) and a member of the National Association for the Advancement of Colored People (NAACP) Education Committee. Ebony also volunteer her time to the less fortunate in the community, help beautify women and children, as well as write and recite poetry.

When asked, what is Ebony’s drive and motivation her response is,“ helping my community to become a better place for my children and other children live.”

Rodney Brown

Care Coordinator

Rodney “Alamo” Brown is a Richmond,CA. Native, he’s the founder of an award winning community outfit called Soulful Softball Sunday, Brown is an Author of a book entitled “If My Eyes Could Rewind” The Real Richmond,CA.Story. Brown was the first Richmond resident to own a Rap Record/Label Company, and record a rap song on 33 1/3 vinyl.

In 1984 at the tender age of 17, he established Globe Town Records, In 1986 the label released a song entitled "The Task Force" which sold more than 20,000 copies throughout the Bay Area and West Coast region. Today, Brown works as a journalist/analysis for CBS Sports Digital Media/247 Sports/Bear Territory.net. He writes stories about the University of California Golden Bears football team.

Patricia Carrillo, LMFT

Clinical Services Manager

Patricia has over 13 years of experience in the children and family mental health field. She holds a Marriage and Family Therapist licensure in the state of California and is fluent in Spanish. She obtained her Masters of Arts in Counseling Psychology and an emphasis in Marriage and Family Therapy from St. Mary’s College of California.

She has experience working with youth from ages 5-18 of all backgrounds and most compassionate with children whose population ranges from children who need support due to family disruptions, crises such as death and separations to those in foster care. Her current at position at Contra Costa Youth Service Bureau is a Wraparound Program Manager where she leads the staff and manages the everyday operations of the program.

Sara Garcia

Care Coordinator

Sara Carcia serves as a Wraparound Care Coordinator at CCYSB, bringing both lived experience and professional training to her role supporting youth and families with complex needs. She is passionate about being a bridge between vulnerable populations and vital resources, and has been working in the Wraparound program since 2022.

Sara is bilingual in English and Spanish and is trained in foundational Wraparound principles, cultural humility, trauma-informed care, and strengthening families.

With a background in medical assisting, early childhood development, and over two decades of experience supporting families and youth in various roles, Sara brings empathy, cultural sensitivity, and a strong work ethic to her work. Lovely Groves

Care Coordinator

Lovely is a dedicated Care Coordinator with Contra Costa Youth Service Bureau (CCYSB), where she has been positively impacting the lives of youth and families for over five years. In her role, she coordinates effective, individualized treatment plans, collaborates with community leaders, and serves as a strong advocate for young people, ensuring they have access to the resources and support they need to thrive.

Lovely is currently pursuing her master’s degree in social work, a journey that further enhances her ability to serve children and families. Through her advanced education, she is gaining deeper knowledge in mental health, trauma-informed care, and community-based interventions—all of which directly strengthen her work in the field. Her growing expertise allows her to better assess the needs of youth, develop more impactful support plans, and advocate for long-term solutions that foster resilience and empowerment.

Outside of her professional responsibilities, Lovely is a full-time sports mom, proudly supporting her child and other young athletes with The Richmond Steelers football team. She also owns and operates a tutoring and mentorship business, helping local youth achieve academic success, prepare for college, and build confidence in their futures.

Lovely volunteers her time feeding the less fortunate and continuously gives back to her community in meaningful ways. When asked what drives her, she says: “I want to change the narrative in my community and be the change I want to see.” With compassion, commitment, and a vision for transformation, Lovely is doing just that—every day.

LaTanya Houston

Care Coordinator

With over 15 years of dedicated service to youth and families, LaTanya Houston brings deep experience, compassion, and leadership to her role as a Facilitator with the Wraparound Program at Contra Costa Youth Service Bureau. A lifelong advocate for children and communities, she is committed to protecting, supporting, and enriching the lives of others through collaborative, strength-based approaches.

LaTanya began her career at CCYSB in 2006 as a Probation Case Manager and has since held several key roles, including Family Partner and Facilitator/Care Coordinator. In each role, she has focused on meeting the complex needs of youth with mental health and behavioral challenges, working closely with schools, families, and county systems to develop comprehensive treatment plans, safety strategies, and positive behavioral interventions. She briefly expanded her impact by working with Solano County Child Welfare before returning to CCYSB, reaffirming her commitment to the agency and the community.

In addition to her professional experience, she holds a B.A. in Psychology from Cal State East Bay, an A.A. in General Education from Diablo Valley College, and a Cosmetology Certificate from Laney College.

Annette Lewis

Clinical Services Manager

Annette Lewis has over 25 years’ experience working with children, families and individuals as an agent of support and guidance. Her professional life includes a commitment to serving the needs of children and families as a Mental Health Clinician.

She has been a member of the Youth Service Bureau since 2007 and has in depth knowledge of psychosocial factors that impact underserved communities. She currently serves as Program Manager/Clinician for the Youth Service Bureau and supervises a team of Facilitators providing direct support to children and families, in West Contra Costa County. She received her master’s degree in social work emphasizing community mental health ,  from California State University East Bay in 2013 and is a  Licensed Clinical Social Worker as of 2021.

Victor Molina

Care Coordinator

Victor Molina joined the Contra Costa Youth Service Bureau (CCYSB) in 2010, starting as a Family Partner before transitioning into the role of Wraparound Care Coordinator. Prior to his work at CCYSB, he had a career in real estate as an agent and also worked as a bank teller.

Born and raised in San Francisco, Victor moved to El Sobrante in 1990. Wanting to give back to his community, he decided to shift from real estate to a career in social work, where he could make a meaningful impact. He was especially drawn to the opportunity to be a positive male role model for children, helping them navigate life and grow in a supportive and nurturing environment.

As a second-generation Nicaraguan immigrant in the U.S., Victor relates to the challenges faced by many of the children and families he works with in West Contra Costa County. His personal experiences allow him to bring deep understanding and cultural awareness to his role. He strongly believes in teaching respect and tolerance, encouraging others to appreciate diversity and embrace differences.

Lorena Perez Hernandez

I am Lorena Perez Hernandez a Wraparound Facilitator. I have been a part of the CCYSB family since 2019, working and serving at-risk children, youth and their families in Contra Costa County. I have earned an Associate Degree at Contra Costa College and received a Bachelor's Degree at California of the East Bay for Criminal Justice Law Enforcement. I enjoy serving our families and working in a cultural of diversity.

Maria Rodriguez

Assistant Program Manager

Maria Luz Rodriguez is a dedicated bilingual professional with over 27 years of experience serving children, youth, and families throughout Contra Costa County. Recently promoted to Bilingual Assistant Wraparound Program Manager at Contra Costa Youth Service Bureau, Maria continues to carry a caseload while supporting program operations and providing leadership within the Wraparound team.

Since joining CCYSB in 2007, Maria has delivered culturally responsive, trauma-informed care coordination rooted in the Wraparound Practice Model. She specializes in strength-based planning, multi-agency collaboration, and empowering families to build sustainable support systems.

Maria holds multiple certifications in human services, dual diagnosis specialization, and substance abuse case management. She is also a certified trainer in the Second Step Violence Prevention Curriculum. Fluent in both English and Spanish, she plays a vital role in translating for clients and families to ensure equitable access and full participation in services.

Maria’s long-standing commitment to youth advocacy and family empowerment continues to make a lasting impact in the communities she serves.

Maria Soto brings a strong background in behavioral health and community advocacy to her role as Family Partner and Facilitator/Care Coordinator at the Contra Costa Youth Service Bureau. With a B.A. in Criminal Justice and a minor in Latina/o Studies from San Francisco State University, Maria is deeply committed to supporting families through culturally responsive and trauma-informed care.

Her experience includes therapeutic work with children and families, crisis intervention, and leading Child and Family Team meetings to develop individualized service plans. Phoebe Watts, MSW

Ms. Watts's background includes serving individuals of diverse backgrounds and populations. She has experience working with foster youth, Veterans, Re-entry clients, and families in crisis. She has a strong passion for serving underserved populations and possesses many years of experience in health, education, and employment.

As well as being a strong advocate for personal sustainability and empowering those in need. Her employment history includes Northern California Family Center, Kaiser Permanente, Children's Hospital Oakland, Urban League in Dallas, and Berkeley Food and Housing Program. She earned her Master's in Public Administration (MPA) and a Masters in Social Work (MSW). She is looking forward to being an asset to CCYSB and a team member of dedicated individuals. In addition, she aspires to develop a radical mentoring program to connect youth and professionals. In her free time, she enjoys participating in 5k Walks and traveling.

Lakeshia White

Assistant Program Manager

My name is Lakeshia White. I have been with the Contra Costa Youth Service Bureau 10 years. I began working as a Family Partner and was promoted to a Facilitator position where I have managed to provide Wraparound services to children and their families.

Growing up I could never picture myself doing anything but working with children. I came from a large family and have experienced highs and lows which contributed to my desire to serve my community and give back. Over the course of working at the bureau I have received rewards for my outstanding work ethics and I am truly grateful for my accomplishments. I succeed at working with a team as much as I enjoy mutually sharing creative ideas that will support families during the Wraparound process. Additionally, I am enthusiastic and passionate about my role at the CCYSB. I have kept a keen interest in my position and will continue to thrive to assist families in getting their needs met.
