Ms. Watts’s background includes serving individuals of diverse backgrounds and populations. She has experience working with foster youth, Veterans, Re-entry clients, and families in crisis. She has a strong passion for serving underserved populations and possesses many years of experience in health, education, and employment.[extra] As well as being a strong advocate for personal sustainability and empowering those in need. Her employment history includes Northern California Family Center, Kaiser Permanente, Children’s Hospital Oakland, Urban League in Dallas, and Berkeley Food and Housing Program. She earned her Master’s in Public Administration (MPA) and a Masters in Social Work (MSW). She is looking forward to being an asset to CCYSB and a team member of dedicated individuals. In addition, she aspires to develop a radical mentoring program to connect youth and professionals. In her free time, she enjoys participating in 5k Walks and traveling.

Maria D. Soto
Maria Soto brings a strong background in behavioral health and community advocacy to her role as Family Partner and Facilitator/Care Coordinator at the Contra Costa Youth Service Bureau. With a B.A. in Criminal Justice and a minor in Latina/o Studies from San Francisco State University, Maria is deeply committed to supporting families through culturally responsive and trauma-informed care.[extra]
Her experience includes therapeutic work with children and families, crisis intervention, and leading Child and Family Team meetings to develop individualized service plans. Bilingual in English and Spanish, Maria is passionate about empowering communities and creating safe, supportive environments for youth and families to thrive.
Sara Garcia
Sara Carcia serves as a Wraparound Care Coordinator at CCYSB, bringing both lived experience and professional training to her role supporting youth and families with complex needs. She is passionate about being a bridge between vulnerable populations and vital resources, and has been working in the Wraparound program since 2022.[extra] Sara is bilingual in English and Spanish and is trained in foundational Wraparound principles, cultural humility, trauma-informed care, and strengthening families.
With a background in medical assisting, early childhood development, and over two decades of experience supporting families and youth in various roles, Sara brings empathy, cultural sensitivity, and a strong work ethic to her work. A lifelong Richmond resident, she is deeply committed to uplifting her community and has volunteered in ministry and community service for more than 14 years.

Maria Rodriguez
Maria Luz Rodriguez is a dedicated bilingual professional with over 27 years of experience serving children, youth, and families throughout Contra Costa County. Recently promoted to Bilingual Assistant Wraparound Program Manager at Contra Costa Youth Service Bureau, Maria continues to carry a caseload while supporting program operations and providing leadership within the Wraparound team.[extra]
Since joining CCYSB in 2007, Maria has delivered culturally responsive, trauma-informed care coordination rooted in the Wraparound Practice Model. She specializes in strength-based planning, multi-agency collaboration, and empowering families to build sustainable support systems.
Maria holds multiple certifications in human services, dual diagnosis specialization, and substance abuse case management. She is also a certified trainer in the Second Step Violence Prevention Curriculum. Fluent in both English and Spanish, she plays a vital role in translating for clients and families to ensure equitable access and full participation in services.
Maria’s long-standing commitment to youth advocacy and family empowerment continues to make a lasting impact in the communities she serves.
Lorena Perez Hernandez
I am Lorena Perez Hernandez a Wraparound Facilitator. I have been a part of the CCYSB family since 2019, working and serving at-risk children, youth and their families in Contra Costa County. I have earned an Associate Degree at Contra Costa College and received a Bachelor’s Degree at California of the East Bay for Criminal Justice Law Enforcement. I enjoy serving our families and working in a cultural of diversity.
Victor Molina
Victor Molina joined the Contra Costa Youth Service Bureau (CCYSB) in 2010, starting as a Family Partner before transitioning into the role of Wraparound Care Coordinator. Prior to his work at CCYSB, he had a career in real estate as an agent and also worked as a bank teller.[extra]
Born and raised in San Francisco, Victor moved to El Sobrante in 1990. Wanting to give back to his community, he decided to shift from real estate to a career in social work, where he could make a meaningful impact. He was especially drawn to the opportunity to be a positive male role model for children, helping them navigate life and grow in a supportive and nurturing environment.
As a second-generation Nicaraguan immigrant in the U.S., Victor relates to the challenges faced by many of the children and families he works with in West Contra Costa County. His personal experiences allow him to bring deep understanding and cultural awareness to his role. He strongly believes in teaching respect and tolerance, encouraging others to appreciate diversity and embrace differences.
Annette Lewis
Annette Lewis has over 25 years’ experience working with children, families and individuals as an agent of support and guidance. Her professional life includes a commitment to serving the needs of children and families as a Mental Health Clinician.[extra] She has been a member of the Youth Service Bureau since 2007 and has in depth knowledge of psychosocial factors that impact underserved communities. She currently serves as Program Manager/Clinician for the Youth Service Bureau and supervises a team of Facilitators providing direct support to children and families, in West Contra Costa County. She received her master’s degree in social work emphasizing community mental health , from California State University East Bay in 2013 and is a Licensed Clinical Social Worker as of 2021.
